What is this product?

Anua's Rice 70 Glow Milky Toner is the one to pick if you want brightening actives and barrier lipids in the same 250 mL toner: 71 percent rice bran water, niacinamide fifth of 38 ingredients, plus arbutin, ascorbic acid and three ceramides with cholesterol and phytosphingosine. That mix is also the reason to skip it if your skin flushes easily, because niacinamide sits that high, ascorbic acid stings compromised skin, and Anua publishes no amount for any of the three and no skin test at all. It also prints 71 percent on the label while calling itself 70.

What makes it different?
