How much of a moisturizer is water?
Most of it, and the label will not print the figure. What the first entry, the next five and the nine exceptions tell you about a Korean moisturizer.
Mostly water, and no Korean label will print the percentage. What you get instead is an order, and the order is enough to answer the question you were really asking.
Sixty six of the 75 Korean labels we've read where the first line is a single ingredient open on a water entry. Fifty three of those say nothing more elaborate than Water.
That leaves the interesting part in positions two through six, which is where a jar stops being water and starts being a specific product. Below: why the first entry is so predictable, what the next five actually decide, the nine labels that break the pattern, and what any of it changes at the shelf.
Why is water almost always first?
Ingredient lists run in descending order of amount, at least until you get down past one percent, where a brand may order the remainder however it likes. So position one is the single most reliable thing on the back of a box.
For a leave-on moisturizer that position is nearly always water, because a moisturizer is a delivery problem before it is anything else. Humectants need something to be dissolved in. Emulsifiers need a phase to emulsify. Preservatives need water activity to protect against in the first place.
The honest read of a water first list is narrow. It tells you the largest single ingredient by mass is water, and it doesn't tell you whether that's 60 percent or 85 percent.
Two products can both open on water and behave nothing alike.
Read the denominator here before you carry the number anywhere. Ninety eight of the products in our reading have a full list broken out entry by entry, and on 23 of those the source ran several ingredients together into one line, so the first position is only cleanly readable on 75. That is the set the 66 comes from.
What do the next five entries decide?
This is the part worth learning, because it's where the formula's actual character sits.
Counting positions two through six across all 98 of the lists, glycerin appears in 50 of them and butylene glycol in 41. Then 1,2-hexanediol in 37, dipropylene glycol in 20 and propanediol in 18.
Every one of those is a humectant, a solvent, or both at once.
So the top of a Korean moisturizer list is usually water followed by a block of small water loving molecules. That block is doing the hydration, and it's doing it in a way that has nothing to do with whatever is printed on the front of the box. When a brand names a hero ingredient and then discloses it at parts per billion, the entries above it haven't moved, and the arithmetic on those hero numbers works out the same way every time.
Niacinamide is the first non solvent to break into that block, at 16 of the set. Which is a real signal, because niacinamide high on a list means a brand has committed formula space to it rather than dusting it in.
Here's the useful habit. Find the first entry that isn't water and isn't a glycol, and read what it is. That's where the formula starts making a choice.
If it's a fatty alcohol, a triglyceride or a plant butter, you're holding something that seals. If it's a polymer or a gum, you're holding something that films. If it's an active with a number beside it, you're holding something a formulator meant.
Which labels do not open on water?
Nine in that set of 75, and they fall into four groups.
Two open on a plain emollient ester, cetyl ethylhexanoate under two different spellings, and one opens on octyldodecanol. Those are cleansing or oil phase products where water is genuinely not the largest component.
Three open on something fermented or botanical, a Lactobacillus lysate printed at 78 percent, a Streptococcus thermophilus filtrate, and a tomato fruit extract. One opens on glycerin. Two are powders or bars where the base is a surfactant or a mineral, sodium cocoyl isethionate and diatomaceous earth.
There's a fifth pattern that hides inside the 66. Several of those water entries aren't plain water at all but a botanical water: rice bran water, aloe leaf water, damask rose water, sea water. A plant infusion at the top of a list is still overwhelmingly water by mass, and a brand printing 77 percent of one is telling you what the water phase was made from rather than adding a second ingredient on top of the water.
That distinction gets sold as an upgrade fairly often. It's a formulation choice, and it's a reasonable one, and it's not a different substance from the thing it replaced.
Does a high water content make it a weak moisturizer?
No, and on oily skin that assumption is the expensive one.
Skin that goes shiny by lunch and still feels tight underneath is short of water at the surface, not short of oil. A jar that is mostly water with a light seal on top is the correct shape for that problem, and reaching for something denser tends to fix the tightness for an hour and add to the shine for the rest of the day.
What decides whether a mostly water product works is the small fraction that isn't water.
That fraction has to do two jobs. Hold water at the surface, which the glycol block handles, and slow its escape, which needs something with a bit of body. A product that skips the second job entirely feels wonderful for twenty minutes and then leaves you where you started.
Which is also why the format words are worth reading. A gel cream and a lotion can both open on water and still land differently, because the amount they can seal is set by construction rather than by the first line.
What this changes at the shelf
Stop reading position one. You already know what it says.
Start at position two and read until you hit something that isn't a solvent. Three or four entries, ten seconds, and you'll know more about the jar than the front of the box was ever going to tell you.
Then check whether any number is printed anywhere on the list. A brand that discloses a concentration is handing you a way to disagree with it, and a brand that names a hero and prints nothing has left the question open rather than answered it.
Neither habit needs you to know any chemistry. Both of them survive contact with a shop.
Common questions
Can I tell the water percentage from the list?
Not from the list alone. Descending order gives you rank rather than amount, and Korean labels aren't required to publish a water figure. Where a brand prints a percentage next to one ingredient, that number is checkable and the rest of the list still isn't.
Is a watery texture the same as a high water content?
Close, but they come apart. Thickeners let a formula with plenty of water feel dense, and a light spreading ester lets a formula with less water feel thin. Texture is what a formulator built. Content is what the order implies.
Should I be paying more for a product that is mostly water?
You are paying for the small fraction and for the work of keeping it stable. That is a fair thing to charge for. It stops being fair when the fraction being sold is disclosed at parts per billion and the label leans on it anyway, which is the pattern we keep running into on hero ingredient names.
Does this apply to serums and toners too?
Yes, and more sharply. Those categories are further toward the water end again, so the entries at positions two through six carry even more of the difference between one bottle and the next. The same reading habit works on a picks list for oily and combination skin as on anything else.
