What does a Korean toner do, and why is it not the toner you remember?
Short answer: in Korea the word toner covers at least four different products, and only one of them has anything in common with the stripping astringent the word used to mean in English.
That is the entire source of the confusion. An American toner was historically a post cleanse wipe built on alcohol, aimed at removing residue and stripping oil. A Korean toner is the first leave-on step of a routine, and what it leaves on varies enormously between bottles carrying the same word.
Four labels below, read end to end, covering the four things the word can mean.
What is the step actually for?
Putting water on skin that has just been washed, while the surface is still receptive, and putting it on before anything heavier goes over the top.
That is the whole job description, and it explains why the format is so loose. Anything that delivers water in a thin layer qualifies, which is why the category has drifted to include products that are functionally moisturizers.
The one thing the step is not for is stripping. If a product's job is to remove what the cleanser missed, the cleanser is the thing to change.
The pure hydrating kind
Isntree Ultra Low Molecular Hyaluronic Acid Toner is the category in its most concentrated form. Water, methylpropanediol, 1,2-hexanediol, sea water and glycerin lead, and then the list becomes a block of hyaluronate species running through more than a dozen consecutive positions: hyaluronic acid, hydrolyzed forms, sodium and potassium salts, acetylated, crosspolymer, silanol, sulfated, stearoyl and oleoyl variants.
There is no oil, no fragrance ingredient, no essential oil and no acid. Betaine, allantoin and panthenol close it out. This is water plus water binding agents and nothing else, which is the purest expression of what the step is for.
Two claims to file correctly. The three second fast hydration hashtag names a sensory speed with no defined endpoint, and a 24 hour retention line has nothing published behind it. Neither is a reason to avoid the product; they are just not information.
There is no occlusive at any position, so this needs something over it or the water it draws to the surface leaves on the same schedule it arrived.

The kind that is quietly a moisturizer
LANEIGE Cream Skin Cerapeptide ™ Refiner is the product that breaks the American definition entirely, and it does it honestly.
Meadowfoam seed oil sits fourth of twenty six, squalane seventh, held in place by three emulsifiers and a stabilizer. That is a genuine oil in water emulsion, not a watery toner with an oil name on the front of it. The marketing line about dissolving a cream into a toner is the rare piece of copy that the ingredient list actually delivers.
Ceramide NP sits at twenty three and acetyl tetrapeptide-11 last, which are the two ingredients behind the trademarked name, and both are real materials with real literature.
Now the corrections, because there are several. The page describes two peptides and the statutory list carries exactly one. An immediate 47.64 percent reduction in flaking is measured immediately after application, which is when a lipid film smooths lifted cells optically rather than resolving them. An eight fold immediate rise in skin moisture is a capacitance reading taken on a surface you have just applied water to. And a faster absorption than existing claim never defines what existing means.
What survives all that is the useful part: this is a first step that carries lipid, so on dry skin it can genuinely replace a separate light moisturizer, and on oily skin it is more than the step needs.

The derma version of the same idea
Zeroid Intensive Cream Toner arrives at the same place from a different direction. Shea butter is fourth, hydrogenated lecithin sixth, two olivate emulsifiers twelfth and thirteenth, with a pseudo ceramide, phytosterols and phytosqualane further down. Panthenol and dipotassium glycyrrhizate cover the soothing side.
Calling it a cream toner is the honest half of the label, and it is the most useful thing printed on it. This is an emulsion. If you are running a routine where the toner is meant to be weightless, this is the wrong bottle.
The pH claim needs the same translation it needs across this brand's range. The stated 4.5 to 6.5 is a manufacturing specification for the whole line rather than a measurement of this product, the brand says so itself, and the top of that band is not what most people mean by weakly acidic.
The no irritation line is presented as a test result and arrives with no test type, participant count or institution behind it. The ingredient list gives it a plausible basis, with no fragrance, no essential oil, no ethanol, no colorant and no acid across twenty six entries, and a plausible basis is not a result.

The kind that is a treatment
Isntree Chestnut BHA 0.9% Clear Toner is the fourth meaning, and it is the one closest to the old American product without actually being it. Betaine salicylate sits sixth, ahead of a botanical cluster, and betaine salicylate is an oil soluble exfoliant that partitions into sebum.
The mechanism matches the promise. What is missing is anything that would bound it. No concentration is disclosed for the acid, and no product pH is published anywhere.
That last gap is worth dwelling on, because the brand itself makes it visible. Its own page explains that a BHA works best between pH 3.5 and 4.0 and warns that low pH products can sting on first use. Then it never prints this product's pH. So a reader is told which number decides the strength of the product and is not given the number.
The practical consequence is that this is a toner in name and a treatment in behaviour, and it should sit on its own schedule rather than in the daily first step slot. The difference between the two categories is laid out in hydrating and exfoliating toners.

How to tell which one you are holding
Read the first eight ingredients. If they are water and glycols and then hyaluronates, it is the hydrating kind. If an oil or a butter appears in the first six, it is a moisturizer wearing the word toner. If an acid appears in the first ten, it is a treatment.
Then check for an occlusive anywhere. If there is none, this step needs something over it regardless of how good it feels going on.
And check whether the bottle asks to be used twice a day. A hydrating toner can. A treatment toner mostly should not, and the label rarely says so plainly.
Where the step sits relative to everything else is in the order of a routine.
Common questions
Do I need a toner at all?
No. It is a convenient way to add water before a cream and it is not a required step. If your routine already works, adding one changes very little.
Should I use a cotton pad or my hands?
Hands, for a hydrating toner, because a pad removes some of what you just applied and adds friction. A pad makes more sense for a treatment toner where even application matters more.
Is a cream toner enough on its own?
On dry skin sometimes, and the two above carry real lipid so the question is fair. On oily skin it is usually more than the step needs and you would be better served splitting the jobs.
Can I layer a toner several times?
