What is this product?

Its 35 printed entries put glycerin first, ahead of water, and carry a heartleaf extract at position 4 with a printed level of 100,000ppm, the only level disclosed anywhere on the label. Thirteen of the 35 entries are plant extracts and twelve of them run consecutively from position 4 to 19. There is no fragrance entry, no declared fragrance allergen, no denatured alcohol, no sulfate surfactant, no soap base and no exfoliating acid in the list. What makes it different?
