What is this product?

BYLENTO DAY BALANCE PLUS TONER is a 300 ml hydrating toner pitched at morning use on heat flushed and sensitive skin. Its 39 entry list starts with water, butylene glycol and glycerin, carries hydroxyethyl urea, fifteen amino acid entries, three ferment entries and calming plant extracts, and lists no oil, silicone, fragrance, ethanol or exfoliating acid entry.
